Pharmacy credentials include pharmacists, pharmacy technicians, interns, in-state pharmacies and out-of-state Pharmacy Miscellaneous Permit holders. RICO receives professional licensing complaints. Identify the pharmacist or other worker and the dispensing pharmacy, including an out-of-state location and Hawaii credential if known; an internet brand may differ from the dispensing permit holder.

How the official source says to file
- Follow the Formal Complaint link on RICO's filing page. Filing is free; a representative may complain for another person. The entry page also offers a separate unlicensed-activity tip route.
- RICO's instructions call for a dated, signed complaint and, for a licensed healthcare provider, a signed medical-records release. Organize copies of relevant correspondence, invoices, payments and other supporting documents.
- The filing page recommends trying its self-help approach. Confirm any additional online fields and representative-authority documents with RICO.

What this route may not provide
RICO addresses licensing-law concerns and does not act as your private lawyer. Ordinary billing, contract and personality disputes may fall outside its work. Its complaint process does not promise repayment or an insurance benefit. DCCA lists insurance complaints separately, so confirm the appropriate route for a coverage dispute.

Do not guess about confidentiality
RICO can accept anonymous reports, but cannot provide the anonymous reporter updates. For an identified complaint, the respondent receives the complainant's identity and allegations. Supporting materials are not ordinarily public, subject to legal and enforcement exceptions.
