Care first. Seek urgent medical or dental attention for serious or worsening symptoms. Researching or preparing a complaint should never delay treatment.

Iowa DIAL, Board of Behavioral Health Professionals

Consolidated board and complaint rules checked; separate addiction-certification coverage not established. Some filing instructions were checked, but complete instructions for every listed credential have not been verified. Read the limits for your route.

Authority and scope

Check the license and concern

The Board of Behavioral Health Professionals now combines the former psychology, social-work and behavioral-science boards. It oversees psychology, social work, mental-health counseling, marriage/family therapy and behavior analysis. DIAL’s complaint page routes mental/behavioral-health professionals and social workers through its professional-licensure complaint system. Iowa also lists a conditional prescribing-psychologist certificate; medication treatment does not by itself make a provider a physician. A separate addiction-certification route was not established.

Match the route to the credential

Use the license listed in the practitioner’s records or official license lookup. A psychiatrist is a physician; psychiatric nurses have nursing credentials. Some psychologists have prescribing authority, so medication alone does not identify the licensing board.

Submission

Checked steps and filing details to confirm

  • Start at DIAL’s complaints page under other medical/health professionals. Board-linked rule 481—503.1 permits online, written or verbal complaints and asks for your name/contact information, the licensee’s name and a concise statement of allegations.
  • The board lists 515-281-0254 and 6200 Park Avenue, Suite 100, Des Moines, IA 50321. Ask staff how to deliver written or verbal material and any required signature or representative paperwork. The linked online portal’s current form requirements were not established.
  • Prepare treatment dates, a chronology and relevant records. Mental-health-record subpoenas have special conditions, including an attempted patient notification and request for authorization, plus safeguards against unauthorized disclosure. This does not mean every complaint authorizes unrestricted access to therapy records.

Limits

What this route may not provide

The board addresses professional misconduct within its licensed professions. Its reviewed materials did not establish a right to refunds or injury compensation. DIAL lists separate facility routes for community mental-health centers and certain psychiatric or subacute facilities; an individual-license complaint is not automatically a facility complaint.

Anonymity

Do not guess about confidentiality

Anonymous acceptance was not established; the rule calls for complainant contact information. Iowa Code 272C.6 protects complaint and investigative files, with access/sharing exceptions including the licensee and licensing authorities. Final written disciplinary decisions and findings are public. Do not equate confidentiality with secrecy from the practitioner.

Complaint timing

Ask promptly about filing time limits

A filing deadline was not established by this check; ask promptly. The rules’ licensee reporting and subpoena-challenge periods are different from the time a patient has to complain. A completion estimate was not established.

Process

What may happen after filing

Staff may seek more information, request the licensee’s response, interview witnesses, obtain records and use peer review. The board decides whether the evidence supports further proceedings; filing does not guarantee action.

Evidence

Prepare a reviewable submission

State the concern you want reviewed, give a short chronology and factual consequences, and explain your request. Keep supporting records and follow the receiving authority’s instructions before attaching or sending them.
