Authority and scope
Check the license and concern
Vermont separates psychologists under their board; clinical mental-health counselors and marriage/family therapists under the Board of Allied Mental Health Practitioners; and social workers and alcohol/drug abuse counselors under OPR’s director with profession-specific advisers. Social work includes master’s and independent clinical licenses. Addiction regulation includes licensed counselors and certified categories. The state also regulates a roster of nonlicensed and noncertified psychotherapists.

Match the route to the credential
Use the license listed in the practitioner’s records or official license lookup. A psychiatrist is a physician; psychiatric nurses have nursing credentials. Some psychologists have prescribing authority, so medication alone does not identify the licensing board.

- OPR accepts an online complaint as a guest, registered user or licensee; registration is not required. In Online Services select File an Unprofessional Conduct Complaint, complete each screen and retain the on-screen confirmation and complaint number.
- OPR warns that sessions time out after 15 minutes. Prepare the factual account in a local document before starting, then paste or upload it. Give the practitioner’s exact credential and a dated chronology; this preparation step is not a requirement to use AI or disclose unrelated records.
- The downstream screens, signature/notarization, alternative-delivery and patient-record release terms were not read. Ask who can authorize another patient’s records and who will receive them before attaching therapy or substance-use information.

What this route may not provide
OPR cannot seek money damages or restitution or mediate private disputes. Its authority is limited to professions requiring an OPR license or registration. Confirm a separate facility/program route; physician psychiatrists and psychiatric nurses belong in their professional guides.

Do not guess about confidentiality
Anonymous filing, confidentiality, disclosure to the subject and public-record treatment were not established by this check. Obtain the applicable written instructions before relying on privacy assurances.
Filing deadline not established — ask promptly
No incident-to-filing rule or investigation estimate was confirmed. The 15-minute online session timeout concerns completing a form. OPR’s five-business-day licensing-application notice is a different process. Ask promptly about legal filing limits.

What may happen after filing
OPR describes disciplinary cases decided by a board or administrative law officer, through a contested hearing or stipulated agreement. Its linked complaint-lifecycle document was not retrieved; intake screening, progress notices and detailed investigation stages remain limited.

Prepare a reviewable submission
State the concern you want reviewed, give a short chronology and factual consequences, and explain your request. Keep supporting records and follow the receiving authority’s instructions before attaching or sending them.
